Cluster 2 countries should revise their policy rules and regulations be-
cause of their poor overall rankings in the world (see Table 7). To achieve
this aim, prevalence of foreign ownership and property rights should be
encouraged by passing laws. It is also necessary to reduce the time and
expenses required to start a business. These countries also have to give
greater importance to government prioritization of travel and tourism by
increasing government expenditures on them and establishing an effective
marketing and branding strategy. One the biggest disadvantages for Clus-
ter 2 countries is the low level of price competitiveness in the travel and
tourism industry. To correct this, governments should give higher priority
to lowering related taxes and adjusting fuel prices at an optimum level.
In order to establish competitive and sustainable tourism cooperation
among the Silk Road countries and increase the welfare of the member
countries, sound strategies must be developed by increasing collaboration
among them. Discussions and suggestions made above might shed light on
potential alternatives in strategy development processes. We would hereby
like to suggest as well that while these countries complete the missing
parts, they should also protect their unique characteristics especially in
natural and cultural resources.
