Japan's strength in the safety and security pillar results from the re-
liability of police services and road traffic accidents variables. Ground
transport infrastructure of Japan ranks 6th in the world and this is due to
the country's advantageous conditions in the quality of railroad infrastruc-
ture, quality of ground transport network, and road density. Another pillar
that makes Japan the third best performer among Cluster 2 countries is
cultural resources. The country's rank for creative industries exports and
the number of world heritage cultural sites and international fairs and ex-
hibitions are relatively lower than other countries and makes the country
competitive in terms of cultural resources.
Among Cluster 2 countries, Italy and Croatia performed well in 4 out of
14 T&T competitiveness index pillars. Considering the tourism infrastruc-
ture pillar, Italy is the best performing country in the world by having a
sufficient number of hotel rooms, presence of major car rental companies,
and ATMs accepting VISA cards. Italy ranks 8th in the cultural resources
