C. As a result, the association between interregional inequality and over-
all income inequality in the union should be strongest in unions with
centrifugal systems of representation.

What explains the levels of interregional redistribution?
Hypothesis 3 : Given a decentralized system of interpersonal redistribution,
the level of interregional redistribution is: a positive function of the levels of
mobility; and negatively related to systems of representation that weigh down
the influence of specific regions (centripetal). Figure 2.5 displays the expected
relationships graphically.
Chapter 3 introduces the empirical strategy for assessing these hypotheses.
