Two streetcars stand abandoned in a flooded street in Portsmouth. As the floodwaters rose,
thousands of men, women, and children immediately fled the city. Thousands more followed.
Countless more people remained behind, marooned on the second and third stories of
houses and buildings, awaiting rescue by the small army of police, firefighters, and volun-
teers who worked night and day until the floodwaters receded.
An estimated 25,000 of those evacuated from flooded Portsmouth were taken by special
trains to safety in Columbus. Many of the evacuees clutched suitcases or bags hastily stuffed
