Here is another view of Portsmouth's flooded Chillicothe Street, this one taken from Second
Street. Within 24 hours, the city's entire business district was submerged under 7 feet of
dirty water. Police were given “shoot to kill” orders in an attempt to prevent looting.
Nevertheless, thieves paddling around in boats and on makeshift rafts sneaked into flooded
buildings and stole everything they could carry off.
