The Wood County Bank and Parkersburg City Hall are shown when the flood was at its
crest. A useless traffic light hangs over the intersection. Although city hall was entirely sur-
rounded by the floodwater, the police department maintained its headquarters there, operat-
ing from makeshift offices on the second floor. The only access to the building was by boat.
