In this 1936 International News Service photograph, the rising water can be seen nearly
reaching the ornate marquee of the Rex Theater on Wheeling's Market Street. The flood
forced 20,000 Wheeling area residents from their homes, cut off utilities, and took at least
17 lives. Some of the victims perished when they were trapped in their homes. Others
drowned in accidents involving the makeshift armada of rescue boats.
