The people at the lower left of this photograph, taken in downtown Ashland during the 1913
flood, seem more interested in the photographer and his camera than in the floodwaters.
The photographer was facing north along Sixteenth Street. Signs identify two of the shops in
the background as the Toggery, a clothing store, and the Bybee Dry Goods Company.
