At Louisville City Hall, the headquarters of all rescue and relief activities during the flood,
a sandbag barrier had to be erected to protect it from rising floodwaters. Note the vintage
fire truck at the left of this picture. Louisville mayor Neville Miller was widely praised for
his efforts in preparing the city for the flood and then skillfully managing the relief work.
From the mid-1880s until the 1960s, Louisville was served by two large railroad sta-
tions—Union Station at Tenth Street and Broadway and Central Station at Seventh Street
and River Road. In its peak years, Central Station (shown here surrounded by high water)
