This view of the flooded intersection of Winchester Avenue and Fifteenth Street looks north
toward the Ohio River. Look closely just under the streetlight on the left to see a man mak-
ing his way through the water. A deserted truck can be seen parked at the right. If the
truck's driver had tried venturing out of the downtown, he would have found U.S. 60 and
