means of boosting realpolitik hard-security policies is of some, but relatively lim-
ited, use in explaining the evolution of European policies in this area. If there was
initially a military drive behind the climate security agenda, now the EU arguably
risks going to the other extreme of approaching the challenge as one of micro-level
adaptation and not of a more political-level reshaping of international power bal-
ances. Ironically, militaries are berated for jumping on the climate bandwagon but
also for restricting themselves to one modest part of the climate security equation.
It is reassuring that climate security has not (yet) been overly militarised and that
militaries have kept their engagement on the issue within reasonable parameters.

remains so patchy across Europe.
