. All agree that dealing strategically with climate chan-
ge
s consequences will be uniquely challenging, especially as unpredictability will
be a key feature, militating against clear geo-strategic doctrine. While the EU has
made much progress, it still requires a vastly improved set of instruments and
partnerships to help manage the geo-strategic, and not only physical, turmoil that
climate change has in store.
