Vital Records/Vital Resources
Another critical element of a viable continuity plan and program includes the iden-
tification, protection, and availability of electronic and hardcopy documents, refer-
ences, records, information systems, and data management software and equipment
(including classified and other sensitive data) needed to support essential functions
during a continuity situation. Personnel should have access to and be able to use
these records and systems to perform essential functions and to reconstitute back
to normal organization operations. Organizations should compile a complete list
of vital records and resources used for their day-to-day operations. Vital records
and resources used by an organization should then be prepositioned at an alternate
facility or stored at a backup location to ensure performance of essential functions
upon COOP activation. Table 3.5 shows an example of vital records for an organi-
zation, including the name and description of each vital record shown in a list in
order of priority.
Each organization has different functional responsibilities and business needs.
