Once an organization has added its MEFs to the list, it then needs to prioritize the
functions based on their importance of being completed. Organizations must also
keep in mind that there may also be laws, ordinances, and regulations that stipu-
late functions the organization must conduct. An example of how an organization
should create and display a list of its essential functions is provided in Table 3.1;
first by length of disruption and then by priority of carrying out the function.
Human Capital
People are critical to the operations of any organization. Choosing the right peo-
ple for an organization's staff is vitally important, particularly in a crisis situation.
