Summary
As the reader well understands, the design of today's EOC is a complex problem
requiring an understanding of functional requirements, operational methodolo-
gies, and systems technologies. Regardless of the direction taken, it is a workplace
that must be adaptable to meet ever-changing systems, management styles, and
