Federal Resources Supporting ESF-6
Federal agencies are assigned to support ESF-6 in various functional areas. Likewise,
most local, tribal, and state governments have assigned various functions to appro-
priate agencies, volunteer organizations, nonprofits, and, in some cases, private sec-
tor partners. Although federal resources to support ESF-6 may change periodically
based on a variety of factors, resources are described below that may be available to
support local, tribal, and state governments during a crisis.
Mass Care Services
Mass care services are initiated at the local level with support as needed from tribal
and state governments. Working through a state-designated agency directed by the
Governor of that state, FEMA coordinates to provide federal resources necessary to
support various mass care services as defined below.
Shelter Services. Emergency shelter may include use of designated shelter
sites in existing structures within the affected area as well as additional sites
designated by local government. Shelter sites that are accessible to individuals
with disabilities should be selected.
Feeding. Feeding can be accommodated through any combination of fixed
sites, mobile feeding units, and bulk distribution sites. During large-scale
catastrophic events, shelf-stable meals may be an option to accommodate
short-term sustenance needs. As resources and facilities become available,
feeding operations can shift to a prepared meal format.
Bulk Distribution. To accommodate logistical challenges associated with
large-scale incidents, state and federal agencies supporting mass care services
may institute bulk distribution operations to distribute emergency relief
