opportunity for the defender to get inside the terrorists decision-making cycle. As
General Blumentritt stated, “Each minute ahead of the enemy is an advantage.”
The onus is on the defender to win that battle just as much as it is on the attacker.
The terrorists have been able to generate a number of different possibilities in terms
of modes of attacks by shifting tactics that allow them to find vulnerabilities and
exploit them. At the same time, the defenders have learned the hard lessons and
have found new ways to respond to those innovations as each response is a defeat for
the terrorist. It is true that terrorists will still conduct attacks, but by not learning
their tactics, techniques, and procedures, the terrorists will be given a large window
of opportunity to freely adapt to changing events. 45
