take in the dry run, Hasib Husain, became confused on the day of the bombings.
Closed-circuit television (CCTV) footage showed him repeatedly calling on his cell
phone in the moments after his cohorts detonated their devices. Husain was wait-
ing on a platform, not realizing that the attacks had shut down the train system.
CCTV cameras followed him up the stairs to the street, where he is seen pacing
back and forth. He happened to see the Tavistock Square bus pull up near him,
which he boarded and soon after detonated his device.
Training
After planning and surveillance, the cell or cell members may undergo training. In
the post-9/11 era, there have been numerous case studies involving military-trained
operatives participating in terrorist activities. In 2005, authorities warned of the
threat posed by local extremists infiltrating the Spanish military garrison located
in the North African enclave of Ceuta, citing specific instances in which extrem-
ists sought to recruit soldiers. 10 There have also been several case studies of those
with military backgrounds leading terrorist training camps, showcasing drills and
tactics. Training can consist of formal military training, such as that received by
Timothy McVeigh, training camp training such as that received by the 9/11 hijack-
ers, and informal training.
The official report investigating the July 7, 2005, London bombings said:
Camping, canoeing, white-water rafting, paintballing and other outward
bound type of activities are of particular interest because they appear
common factors for the 7 July bombers and other cells disrupted previ-
ously and since.... It is worth noting that for some extremist activities—
e.g., fighting overseas—physical fitness and resilience are essential. They
may also be used to help with bonding between members of cells already
established, or more direct indoctrination or operational training and
planning. 11

In 2009, Faisal Shazad left the United States for Pakistan with the intent
of training with the Tehrik-e-Taliban Pakistan (TTP). He returned to
the United States in February 2010. While in Pakistan, Shahzad under-
went practical training as well as explosives training in Waziristan.
