Preattack Emergency Management Activities
Although responsibilities may vary from jurisdiction to jurisdiction and from agency
to agency, there are generally three areas where an emergency manager can likely be
most effective before an actual active shooter incident:
Coordination of emergency alerting systems
Coordination of preparedness planning
Coordination of preparedness validation (exercises)
Across the nation, there are a variety of emergency alerting and messaging systems
that can be made available to community leaders, emergency managers, and others
that will enable the broadcast of emergency alerts or notifications. Some systems
span entire communities, counties, or states such as the New York Alert system.
Others may focus on specific agencies, campuses, or subscribers. Regardless of the
