The design team decides that the best way to present the material is to pres-
ent it to the entire group. The SITMAN is delivered to all participants in
advance of the exercise so that the participants have the opportunity to think
through the questions, identify additional issues, and prepare in advance of
the exercise. Providing the SITMAN in advance also alleviates any anxiety
and nervousness that participants may feel.
