Under each objective, the design team defines specific tasks and items that
they want addressed during the tabletop. Their draft includes answering
Who, What, Where, When, and How for each objective.
The design team develops a SITMAN that present the scenario, objectives,
and questions that will be presented during the TTX. The design teams holds
a second design team meeting to discuss changes and revisions to the draft
SITMAN. The changes to the SITMAN are made, and a final version is sent
out to all participants. Below is the outline of their SITMAN, followed by
a brief sample from the Scenario and Questions section. An example of a
SITMAN is available in Appendix A.

Scenario and Questions
Over the weekend of February 11, a fire breaks out at the manufacturing
plant. By the time the fire department arrives, the fire has spread to the head-
quarters building. The president and several managers are notified and arrive
at the scene. Once the fire is extinguished, it is determined that the manu-
facturing plant is completely destroyed, whereas the headquarters reports
complete damage to the IT rooms and equipment. The human resources
department has suffered some damage to records and files, whereas all other
departments and materials only have smoke damage. Manufacturing pro-
cesses can be relocated to a secondary site outside the town, whereas manage-
ment operations can be started up from scratch at an available office space
near the original site.
Coordination
Who will be in charge?
Who will make the decision to return to work or stay at home?
What leave policies are in place, and should the staff that is waiting to
return to work be paid?
When and at what point will these steps be carried out?
What departments are critical for operations and immediately need to be
started up in the new location?
What equipment and resources are needed?
What can be done to ensure that those departments can resume oper-
ations after a disaster and how much time do they require to become
operational again?
