scenario and list of questions or develop a more formal SITMAN that con-
tains the background for the exercise, the scenarios, questions, objectives, and
improvement plan that would be addressed. Another option is to present the
information through a slide show presentation and have the participants take
notes. Another option that the design team discusses is to have the partici-
pants view the overall scenarios on a slide show and then work out the issues
assigned to them.
The design team determines that it is beneficial for the participants to be
aware of the materials that will be covered so that valuable workshop time
will not be wasted. They decide to provide the material in a three-page hand-
out. Examples of some of the questions that will be presented in the workshop
are listed below.
Questions addressing a pandemic outbreak:
At what point will it be determined that there is an outbreak problem and
who will make this decision?
Who will be notified inside and outside of the hospital?
What are the roles and responsibilities before, during and after it has been
determined there is an outbreak? What are the roles and responsibilities
of the new departments?
What steps will your department be responsible for at each phase of miti-
gation, preparedness, response, and recovery?
What outside agencies and organizations need to involved and coordi-
nated with?
Who needs to be alerted and notified, what are the regulatory and plan-
ning requirements for notification, who will make the notification, and
when does the notification need to occur?
Who is responsible for public information, what message will need to be
scripted for release to the media, who does this need to be coordinated
with inside and outside the hospital, and how often and when will this
information need to be updated?
Questions addressing a material release:
How, and when, will the hospital be notified that there is a hazardous
material release that involves contaminated victims?
If the hospital has advance notice, what can be done to prepare for the
arrival of victims?
How will the hospital handle victims that self-present and drive them-
selves to the hospital?
What are the roles and responsibilities before, during, and after it has
been determined that there is a hazardous materials release with multiple
victims? What are the roles and responsibilities of the new departments?
Is this different from a pandemic outbreak?
What steps will your department be responsible for at each phase of miti-
gation, preparedness, response, and recovery during this scenario?
