that you only need to address the tasks that are appropriate for the type of exercise
that you intend to develop and implement. For each type of exercise, a list of the
materials and products are provided in text boxes for quick reference.
How FEMA and DHS Organize the
Sequence of Main Tasks
The Federal Emergency Management Agency (FEMA) and the Department of
Homeland Security (DHS) offer various guides in the development and implemen-
tation of exercises. For the most part, they are useful in providing a high-level over-
view of the general steps that they suggest you to follow. In the following graphic
illustrating FEM IS-139 Exercise Design (Figure 10.1), the main tasks are shown
in chronological order and provide a picture of the entire sequence. It does not
provide the details of functions and tasks that would be expected of various types
of exercises.
