are included in the Goals and Initiatives set forth in the Emergency Management
program strategy.
Summary/Conclusion
This section is the wrap-up section where the Emergency Manager can finalize
the strategy and make any last statements that they want the reader to know. The
Emergency Manager may also want to summarize all strategic goals that have been
outlined in the strategy (sans initiatives). The Emergency Manager needs to realize
that this section will be the place in the strategy that should leave a final impression
about the Emergency Management agency, its current status, and what direction it
will be taking in the future.
This chapter has been designed to give Emergency Managers and their planning
team steps that can be taken when developing an Emergency Management program
strategy. As mentioned previously, a departmental or organizational strategy should
be treated much like a business plan for the agency. This strategy should remain a
living document that is reviewed and refined over time. Without a solid strategy
document, it is difficult for the Emergency Manager to explain what their agency
does, and the vision for their agency's future. The strategy document can be a tool
used to develop task lists for staff, and to build performance measures for employee
evaluation. The preceding steps are not part of an “exact science.” As discussed,
there are many different formats and structures for Emergency Management pro-
gram strategies. However, the intent was to help Emergency Manager in examin-
ing their program and developing a roadmap of sorts for their agency's successful
future.
