a per-capita basis. Yet the environmental resources commensurately consumed in the
process have impacted, and will continue to impact, markedly on natural systems on
which our species continues to depend. Human numbers and projected population
growth for the 21st century are such that, irrespective of climate change, a more
rational and efficient use of resources is required. This can in part be achieved with
an understanding of the carbon cycle and related ecology. Climate change policies
coincide with more rational and efficient environmental resource use so that irrespect-
ive of global warming it would be prudent to pursue such policies (Cowie, 1998). The
history of international environmental policies, the possible measures that might be
taken to address climate change concerns, and international climate change policies
will be summarised in the next chapter.
