It was mentioned that the intensity and magnitude of effect depend on the time
of exposure to fl ood. Therefore, time of exposure to fl ood for each sector is identi-
fi ed in the community through discussions. According to the community's percep-
tion, most of the sectors are affected in during-fl ood and post-fl ood times (Table
9.4
).
Among them agriculture, handloom factory and communications were priority.
The consultations indicated that the community people prone to fl ood disaster
are not so concerned with fl ood warning and forecasting. The existing fl ood warning
dissemination procedure is not appropriate in the local context. The people do not
understand the offi cial languages of weather forecasting on radio and television.
The fl ood warning and forecasting procedure should be area specifi c, the people
oriented and the dissemination should be in colloquial dialects. The community
wants accurate and timely messages which must address public concerns, contain
what people want to know, give guidance on how to respond and use examples,
stories and analogies to make the point. It is also found that long-lead forecast is
necessary to take pre-disaster initiatives. The chairman requested the national
authority to provide fl ood forecasting and warning well in advance, and they will
keep in touch with the National Flood Forecasting Center to follow up the river situ-
ation and provide more training to the community to understand the fl ood early
warning.
The discharge threshold has been defi ned in three categories: low probability,
medium probability and high probability. The danger level for the Brahmaputra
river is 19.5 m and the recorded highest danger level is 20.5 m. During the discus-
sions with the community, most people provided their perception on risk based on
