Thus, this person uses the graphical properties of the map
to quickly provide an opinion on the number of people to
evacuate. In this way, the map circulates and is mobilized to
clarify or prove a point.
The ability to control how a map circulates can be the
center point of a power struggle among the various
stakeholders involved in the debate on crisis management.
For example, Yukio Hayakawa (Table 6.1, map Nnistar
no. 8) denies the government the right to use his map as a
protest against the exclusion of a member of the Japanese
government, which in his opinion was the result of pressure
from the nuclear industry:

map by newspapers and television networks, as
he protests the 'unjust' firing of the Minister of
Economy, Trade and Industry Hachiro, which
many in Japan, including politicians and some
people in the mass media, considered as a hit job

Beyond their function as visualization tools, maps can be
used in protest if their circulation patterns can be controlled.
