In-Depth Information
gathered through trial phases that are speci
cally designed to allow
research and the generation of new information for a decision to be
made. Such an approach has been used in the control of
sheries under
CCAMLR. 44 Where a
cient
information for controls to be devised at the outset, it is registered as a
'
shery is proposed for which there is insuf
es data
needed and operational research actions necessary to obtain it based on
which proposals for commercial
new
shery
'
and a Data Collection Plan is prepared that identi
shing of the stock concerned might be
assessed. 45 During this period,
is directed towards and
limited to the acquisition of data that would enable authorities under the
Convention to evaluate the scope of the
'
shing effort
'
shery and its potential ecolog-
ical impacts. Once suf
cient information is available for a
shery to
expand, it remains an
with operations again direc-
ted to meeting the requirements of a Data Collection Plan. The scale of
the
'
exploratory
shery
'
'
a level not substantially above that necessary to
obtain the information speci
shery is limited to
in the plan until enough information is
available for effective controls on a full commercial
ed
'
shery to be
devised. 46
The techniques applied under CCAMLR could be adapted to allow
adaptive management of development where monitoring of and research
into the likely effects of a development type is required. Such an
approach would support efforts at improving knowledge and under-
standing of ecosystems and the effects that disturbances have on them
so that effective controls over activities can be established.
