Governing an ecological transition
4.1 Introduction
Ecologically oriented policies would provide normative guidance as to
how levels of stress generated by human activities might be set on a
downwards trajectory. However, structures for governing the conduct of
human affairs that have been designed to support, facilitate and, where
necessary, drive an ecological transition
would also be
required if these visions of change are to be translated into real world
outcomes. I consider in this and the two following chapters how a system
of governance that is equipped to divert society away from its ecologi-
cally destructive course towards pathways which may allow for synergy
between the functioning of socioeconomic and natural systems could be
put in place.
I begin, in this chapter, by exploring what the basic parameters of such
a system should be and how relations between different levels of govern-
ment, and between governmental institutions and non-governmental
actors, should be structured to enhance the state
'
on the ground
'
s capacity to deliver
ecological objectives. In Chapter 5 , I consider the form that a legal
framework for planning should take if it is to foster the forward-looking,
strategic and spatial approaches that would be needed to explore how
policies for reducing levels of resource consumption, and meeting
demands in less ecologically stressful ways, might be given effect. I also
consider what powers decision-makers would need to steer proposed
development away from places of importance for the healthy functioning
of ecosystems. I conclude in Chapter 6 by giving thought to how insti-
tutions and institutional structures should be designed if these are to
promote perception of governmental action to advance ecological poli-
cies as legitimate and to encourage, through public involvement with
political debate, the popular re

ection which would be required if people
are to reassess their values and, based on this reassessment, to review
their own behaviours.
