h e relevance of Dongtan as utopia is to show the primacy of a top-down,
highly corporate and technological eco-city, one that makes almost no
mention of power. Dongtan as ecotopian site, and the worldview it repre-
sents, also ignores people and their diff erences: between rich and poor,
urban and rural, local and migrant. h e same critique is true for Dongtan and
broader movements for ecological modernization and suburbanization in
Shanghai, as we will see in the next chapter.
