resulted in some homestay facing a stalemate and
has a difficulty to maintain its sustainability as a
tourist destination. Thus making some homestay
less competitiveness compared to others. However,
no doubt homestays have vision and passion; they
successfully act as a team and focus on marketing
and operating interesting CBT activities. This is an
example of why it is necessary for the homestay to
have the planning and development of an action
plan after the government has helped to develop
the village as a tourist destination. However, there
is no denying that the effort by the government,
particularly in the development of much-needed
infrastructure and facilities. The role undertaken
by Tourism Malaysia to promote the homestay,
it appears indispensable, especially in a space and
platform for homestay to build relationships with
industry players outside Malaysia.
Associated with community support, it can
be concluded that there is a relationship between
community residents' support for the development
of tourism and community perceptions of tourism
impacts. Negative perceptions are likely to cause
a loss of interest among homestay providers. The
negative perceptions could come from unexpected
yield which caused lack of motivation. Findings
from this study suggest that people will act to
maximize the benefits and reduce costs in different
situations. They also weigh the benefits against the
cost of implementing their decision to participate
in decision-making tourism and tourism develop-
ment planning (Kayat, 2002; Lawler, 2001; Yoon,
Gursoy & Chen, 2001). In order to have a CBT
supported by all members of the community of life,
the benefits of tourism must be evenly distributed.
Obviously, it is appropriate for the community to
unite in making the form and function of tourism
development and have sustainable management
of any tourism scheme at their location. In reality,
however, communities suffer from a lack of expe-
rience, human resources, leadership and therefore
even if interest is required to create a successful
tourism venture. All of these factors, particularly
the last one, clearly the case in empirical research
for this study.

Results show that high dependency on the author-
ity and lack in the interest of the second generation
in the programme contributed to the situation. The
identifying of factors contributing to the discon-
tinuity of the homestay from the suppliers' per-
spective is hoped to be a pointer for the homestay
programme to be rejuvenated and continue its
competitiveness.

5 CONCLUSION
In the early stages of this study, researchers were
using and adapting Butler's (1980) TALC for
homestay development as a tourist destination,
however upon conducting the field survey it is
found that the homestay program in Negeri Sem-
bilan has yet to reach maturity in the cycle since
its supply capacity has not been fully utilized.

the income of homestay providers have reached
