But the new dawn would turn out to be a mirage. Like its old warehouse sitting amidst
the trees in Kratie, UNTAC's democratic institutions weathered badly. Opposing political
interests remained unreconciled. At its heart, the UN intervention had represented a slow-
motion collision between the Kantian idealism of the post-Cold War era and the messy
realities of Cambodian politics, where history, far from coming to its foreordained demo-
cratic end, ground onward into a new phase of struggle and political intrigue. UNTAC
might have succeeded in extricating outside powers from Cambodia's quarrels and put-
ting power back in the hands of Cambodian leaders, but the most important question re-
mained: what would they do with it?
* The six delegates from the SOC were Hun Sen, Hor Namhong, Dith Munty, Tea Banh, Im Chhun
Lim, and Sin Sen. Funcinpec was represented by Prince Norodom Ranariddh and Sam Rainsy,
while Son Sann and Ieng Mouly were the two KPNLF delegates. Khieu Samphan and Son Sen rep-
resented the PDK.
