comprises ten Parts, as set out in Table 11.1, with the Parts splitting into the
following five sub-groups:
Part 1 provides a series of definitions.
Parts 2 to 7 are the product performance specifications for a variety
of repair and maintenance tasks, including protective coatings, repair
mortars, plate bonding adhesives and crack injection materials.
Part 8 addresses manufacturer Quality Control systems.
Part 9 provides the general methodology of repair, from initial diagnosis,
through selection of the most appropriate repair options for the particular
circumstances and client needs, to specification of the minimum
performance requirements for specific repair products and systems.
Part 10 covers methodology of site installation for the products and
systems, including site testing, supervision and quality control.
Part 9 is the starting-point for the series, as it puts the other parts of EN
1504 into context and cross-references to the other Parts. It was the first
Part of EN 1504 to be drafted and was issued in 1997 as ENV1504-9:1997,
a 'voluntary standard', inviting public comment before it was finalised, and
the approach was justified on three grounds:
The design approach was the key to the success of the whole repair process
and should be evaluated in industry before issuing in a mandatory form.
Other parts of the standard had yet to be drafted and completed, and so
the final scope and content of Part 9 could be changed by the drafting
teams.
In any case, without other parts being published, product approval
and CE-marking of products and systems could not begin, making
compliance with Part 9 (relating to use of 'CE-marked' products) an
impossible task.
