4.1 Data Collection Procedure
The development of the data collection procedure began in 1994 as part of the
French National Program on Urban Goods Movement (Dufour and Patier, 1999 ).
Three surveys were carried out and their results were fed into the Freturb model.
The first survey was carried out in Bordeaux (1994-1995) and the two following
ones in Marseille and Dijon (1996-1997) (Ambrosini et al. 1996 , 1999a , b ).
Today, another is in progress in the Paris-Ile-de-France Region (2011-2012) and
two other surveys are scheduled in Bordeaux (data collection starting January
2013) and Marseille (data collection scheduled to start in 2014).
As shown above, the most suitable statistical observation unit is the delivery or
pick-up (or both) of goods by a single vehicle in one establishment. It has been
designated
as
the
''movement''
in
this
context.
