We first look at our example of patients with COPD amongst the 9 hospitals to examine the relationship to
the resource demand level measures. Tables 8, 9, and 10 give the proportion of patients in each level.
While hospital #6 has the highest proportion in level 4, hospitals #7 and 9 have a high proportion in
the combined categories of 3 and 4. In contrast, hospital #10, with no actual mortality, has virtually all
of its patients in mortality level 3. At level 3, we need to consider what the predicted mortality would
be, and to consider that to be a valid measure, the predicted mortality should be less than it is for levels
1 and 2.
