and others to achieve transparent management and transaction of copyright.
Besides promotion of industry chain integration, the government can also develop
national standards for digital licensing and cloud computing as soon as possible.
Meanwhile, the government needs to advocate developing independent digital
licensing standards for intellectual property [58].
Strengthening digital copyright market regulation is another way for government to
promote digital copyright market in the cloud computing environment. Cloud
computing technology makes storage, transmission, usage and payment of copyright
works different from the existing model, and it can be easy to find copyright leaks and
harm the interests of copyright owners and users [17], [59]. We recommend that the
National Copyright Administration pay full attention to the cloud computing
technology development during the construction of Network Copyright Monitoring
Platform and consolidate supervision of digital copyright licensing market using cloud
computing technology.

Conclusion
In addition to the formulation of relevant laws and regulations, the development of
copyright strategies, digital rights market regulation, copyright advocacy and
education, the government is also actively involved in the digital copyright permission
from different sources in China as we mentioned above.
Through the funding of public cultural information sharing project and the national
digital library, the government uses national purchasing, administrative coordination,
copyright collecting, society donations, and other ways to obtain the authorization of
the copyright, and this government participation results in the use of fewer resources
and lowers the cost of providing the quality and efficiency of public services.
