one of the functions of government by the neoclassical school of economics [55]. The
development of digital copyright under cloud computing environment cannot rely on
private funding only, and the technical strength and stakeholders themselves cannot
solve coordination issues. Besides, the Chinese digital copyright market is not mature
enough and still needs government involvement.
As the main pillar of market surveillance and public service provider, government
can improve the development and standardization of the digital copyright market by
using cloud computing technology right from the public policy formulation level to the
industry management level, all within the public welfare as the norm of government
participation.

4.2 Public Policy Formulation

The government can improve digital copyright statutory license system in three ways:
first, by defining the commonwealth cultural project clearly; second, by further
exerting the advantage of statutory license announcement system and by further
strengthening government's function of formulating public policies to solve digital
copyright issues in non-profit cultural undertakings; and third, by further classifying
the types of digital copyright in statutory license. The traditional "copy" concept has
been considered to strangle the diffusion of information resources in digital
environment while cloud computing further supports dissemination and usage of digital
information resources so that scholars can come up with various attempts to reconstruct
the copyright system [54] such as communication-centralized rights theory,
commercial use rights model, and work access rights model, which are all beneficial
and inspiring attempts [56].
Government purchases, administrative allocation and coordination are still
important ways for government to participate in the digital copyright market. In the
cloud computing environment, ways of resource usage may change to hire-based and
demand-based, thus it is necessary to adjust public finance policies for digital rights
purchase, allocation and coordination mechanisms. In the meantime, from the
long-term view, we can make full use of the cloud service such as Copyright Cloud
digital copyright integration platform to solve copyright authorization and licensing
issues through purchase of copyright agent service.
It is necessary for government to develop cloud computing security laws and
regulations to clarify the responsibilities of each party so as to make explicit the legal
responsibilities and obligations between cloud service providers and users. The
government should also establish security audit system of cloud computing for regular
security comprehensive assessment to improve transparency of its internal operation
and ensure reliability [57].

4.3 Enhancement of Digital Copyright Industry Management

Government can promote digital copyright industry chain integration by exploiting
