Copyright Cloud (CC): Building Digital Copyright Supply Chain
Practice of Government Supported Copyright Cloud
Under the guidance of China Copyright Protection Center, the CC project co-sponsored
by Beijing Oriental Yonghe International Copyright Trade Center was established in
May 2012 [37]. The CC project is dedicated to digital copyright industry chain
integration and management [38]. With a copyright credit certification system, the CC
project has built a supply chain of digital copyright, and promoted a revenue-sharing
mechanism [39]. Utilizing cloud computing technology, the project has built a
copyright circulation environment and provides a p2p intelligent copyright supply
chain [40].
Copyright supply chain has been regarded as an effective way for copyright market
administration. However, how to complete a transaction is a problem in the new
environment. It is expected that a self-service royalty checkout model will be integrated
to solve the large number of authorization and propagation problems at the lowest cost,
and government's coordination is still needed [41].
Theory of CC's Government Participation in the Hard and Soft Side
China Copyright Protection Center as a government agency, has led the creation of CC
to integrate the digital industry chain and coordinate the benefit mechanism with cloud
computing technology and promote the digital copyright protection and digital culture
propagation. So this case can be seen as a mode of government participation in market
supervision and management, fully taking advantages of cloud computing and playing
its public service functions [27].
If we take the CC platform as the result of government participation, it belongs to
the hard side of government participation. What is more, with the cloud computing
platform, the government can further utilize its function of coordination and
administration to achieve self-service royalty checkout model which can be considered
as the government participation on the soft side.

NCIRSP is a national construction project jointly organized and implemented by the
Ministry of Culture and the Ministry of Finance since 2002. Its goal is to build an urban
and rural public cultural service system network, making all kinds of information
resources available throughout the country through this network coverage [42].
NCIRSP has integrated digital resources through modern information technologies,
propagated resources through carriers such as Internet, satellite, television and mobile
phones, and shared the resources relying on all branches of libraries, cultural centers
