Chinese economy's continuously rapid development resulted from interaction between
government and market [28]. Li Ru [7] believes that both market mechanism and
government participation have their strengths and weaknesses and need to play their
roles respectively.
2.3
Government Participation in Copyright Market in China
Xuemin Zeng [29] suggested that China's copyright market has experienced three
stages, leading to a stage of standardization and internationalization: From 1979 to
1990, Chinese government published related administrative regulations, organized
several publishers to participate in international book fairs and exchange experiences of
culture dissemination from abroad; From 1990 to 2000, copyright market was
established during which time China published the copyright law and provisions
relating to the implementation of international copyright conventions, and joined the
Berne Convention and the Universal Copyright Convention. The development of
copyright market has been under protection of law from that time. From 2000 till now,
the copyright market in China is becoming standardized, large-scale, and international.
Jie Guo and Xiaoqiang Zhang [30] argue that the development of copyright trading
of a country is related to the guidance and administration of its government. Chinese
government should provide general policies of copyright trade, constructing platforms
and improving information systems of copyright trade. Lanping Zhu [31] suggested
that copyright protection mechanism is challenged in the environment of the Internet,
which merits government intervention in order to protect the public interest.

Cloud Computing and Copyright
Technology development and copyright reform are always closely related. As a new
technology, cloud computing has great influence on digital copyright [32]. From a
global point of view, cloud computing will change the copyright system and affect
copyright authorization [33]. The influence of cloud computing on digital copyright
exists in five aspects: shaking traditional copyright theory and legislation construction,
harder authorization, author's weaker position, lagging digital copyright market
supervision and regulation, and judicial and law enforcement [34].
Cloud computing demands reflection on the gap between policy and technology. As
Jaeger P. et al. pointed out, many of the problems at the nexus of policy and technology
derive from trying to use print-based concepts of policy in an electronic world [35].
Cloud computing leads to changes in transaction costs [36]. It will upset the balance
between copyright owners, users, and disseminators [34].

The Chinese government has played a positive role in digital copyright market
construction and contributed to digital copyright protection in a variety of ways.
