the city's downtown, though the flashier buildings and banks are now based way out
along Beira Mar and the whole area has a decidedly shabby, down-at-heel air about it -
many of the 1960s tower blocks are empty and many shops are boarded up. Yet the city
has been gradually restoring its sprinkling of grand historic buildings and churches, all
of them manned by enthusiastic guides (though few speak English), and with the main
streets still crammed with locals perusing cheap stores and snack shops the historic
centre is full of character and an intriguing place to explore.

, the main shopping street, a number of stairways
(
escadarias
) lead to the
Cidade Alta
(the upper city), the location of the colonial Palácio
de Anchieta and most of the churches. With so many people and police around,
wandering here during the day is safe, but avoid the area at night.
