Article II To destroy them or divert them to peaceful purposes, as soon as
possible but not later than nine months after entry into force
Article III Not to transfer them to any recipient whatsoever, and not in
any way to assist, encourage, or induce any state, group of states, or in-
ternational organizations to manufacture or otherwise acquire them
Article IV To take any necessary measures to prohibit and prevent the Ar-
ticle I activities within the territory of each State Party, under its juris-
diction, or under its control anywhere
Article V To consult one another and cooperate in solving any problems
that may arise
Article VI To cooperate in carrying out any investigation that the Security
Council may initiate following a complaint lodged with the Council un-
der this article
Article VII To provide or support assistance to any party to the Conven-
tion that so requests, if the Security Council decides that such party has
been exposed to danger as a result of violation of the Convention
Article IX To continue negotiations in good faith with a view to reaching
early agreement on effective measures for an equivalent set of prohibi-
tions on CW and for their destruction
Article X(1) To facilitate, and participate in, the fullest possible exchange
of equipment, materials, and scientific and technological information
for the use of biological agents and toxins for peaceful purposes, and the
application of scientific discoveries in the field of biology for prevention
of disease or for other peaceful purposes; (2) To implement the Con-
vention in a manner designed to avoid hampering the economic or
technological development of States Parties or international cooperation
in the field of peaceful biological activities
Articles I and III contain the legal constraints on possession and related
activities at the international level, and Article IV requires them to be
given domestic legal effect by each State Party in such a way as effectively
to prohibit and prevent any such activities occurring within its territory,
under its jurisdiction, or under its control anywhere.
The 46 original parties, for which the BWC entered into force on 26
March 1975, were Afghanistan, Austria, Barbados, Brazil, Bulgaria,
Byelorussian Soviet Socialist Republic (now Belarus), Canada, Costa
