Krebs, head of the Permanent Secretariat of the Comité Scientifique de
la Défense Nationale, wrote on 21 March 1947 to Lieutenant Colonel
Ailleret, who was overseeing the matter on behalf of the General Staff, 8
proposing that the commission be composed only of military personnel,
given the significant hostility that civilian groups were likely to show
toward biological warfare. He suggested that members of the commis-
sion should include representatives from the Etat-Major Général de la
Défense Nationale, the Army General Staff, the Office of the Minister of
Defense, the Service de Santé des Armées, the STA, the Laboratoire de
Prophylaxie du Bouchet, and the Services des Poudres. Regarding the
program of study, Colonel Krebs recommended, taking into account the
