Increasingly, scholars have analyzed the unique culture of weapons es-
tablishments. While most of the focus has been on nuclear scientists, a re-
cent study of Porton Down provides valuable insights into the dynamics
of a BW laboratory. Unfortunately, there is no comparable history of De-
fence Research and Development Canada-Suffield, although it has an
equally long institutional record (over 60 years) and an impressive list of
accomplishments. The documentary record does, however, demonstrate
that Suffield had its own set of values and rituals. Of central importance
was its role in defending Canada against the threat of CBW during both
World War II and the Cold War. In both cases, defense was related to ef-
fective deterrents, or, more specifically, a retaliatory BW capability. From
this perspective, it is not surprising that Suffield scientists believed that in
supporting the US offensive BW program they were also safeguarding
Canada's national security. 72
