Impacts not sensitive to change in weights
community goals to 59, 69, 72, and 75, respectively, while increasing the negative
impacts to 24, 41, 33, and 11, respectively. Removing any one of arcs [9, 26], [26, 29],
[12, 13], [31, 9], and [15, 9] reduces the positive impacts of community goals to 79,
87, 94, 97, and 96, respectively.
The digraph is unstable under pulse processes if unit weight and time lag are
