Map 16. Initial phases of the South Bay Salt Pond Restoration Project. Putting to-
gether a restoration plan for such a large landscape change in the heart of the Bay
Area took much more than scientific analysis and professional design. To come up
with this plan, the project gathered input from a 30-member stakeholder forum—
including conservationists, landowners, local business, and recreation advocates,
among others—and held over 50 public meetings. In addition, the project has coor-
dinated its efforts with more than 10 different state and federal agencies, and with
