suing an elusive enemy. At home civilian support waned while disillu-
sion spread among both politicians and military men. In April 1974 an
insurrection broke out among junior officers and conscripts destined for
colonial campaigning. The rebels denounced the ruinous expense,
heavy loss of life, and moral evil generated by the regime's policies.
General António Spinola, a former commander in Africa who had
turned against the government, was called to assume control in Lisbon,
while Caetano and his minions gave up without a fight. Soldiers walked
the streets of Lisbon with flowers in their gun barrels, and the Carna-
tion Revolution swept away decades of dictatorship with scarcely a shot
fired.
