Chairman and General Manager of Sinovel. Born in Yancheng of
Jiangsu Province, he graduated in 1987 from Taiyuan University of
Science and Technology, majored in cranes. In 2003, when Chinese
government started bidding for the first phase of inland wind
power concession projects, he was already the director of Institute
of Heavy Machinery Design in Dalian and also the General Manager
of Dalian Heavy Mechanical & Electrical Equipment Engineering
Co. Ltd. Those familiar with Han Junliang said he had an active
mind, passion for work, was good at interpersonal skills and
would never settle for a mere scholar behind the scene.
Han Junliang sensed the development of wind power and
had no doubts that the government would soon enact policies to
encourage domestic growth, so the 80% of foreign capital would
soon be replaced and Dalian DHI-DCW Group Ltd. became an
important equipment base in the Northeast, boasting of born
advantages of providing upstream components.
In 2004, the 41-year old Han Junliang finally convinced investors
with various backgrounds to fund RMB 70 million, and set up
Sinovel, with a registered capital of RMB 100 million, jointly with
Dalian Heavy Mechanical & Electrical Equipment Engineering
Co. Ltd. Thereby, Han Junliang became the chairman and general
manager of this company. He made commitments to “introduce the
first 1.5 MW wind turbine technology from Germany and produce
100 turbines in the first year, 300 in the second and 500-600 in the
third.”
Not many people truly believed such commitments, particularly
in a domestic market where 80% of manufacturing was then
dominated by foreign brands; the newcomers would barely have
any space, let alone confidence. However, Han Junliang's sensitive
judgment of policies and predictability of wind power market
fulfilled his aspirations.
In October 2004, Sinovel took over the manufacturing permit
for FL1500 series of wind turbines of Germany's Führlander.
This series is composed of nine parts and five core parts of
heavyweight gearbox, yaw system, tower, hub, and main frames.
As the company became proficient in manufacturing non-standard
equipment, as well as designing and producing of transport
mechanisms, like the launch pad of Shen Zhou VI ship, it is not a
difficult task for Sinovel to manufacture wind power components.
