The windmill was installed without controls. The plan was to
experiment with new controls, developed by Professor Ulrik Krabbe,
DTU. The university did not, however, succeed in making the new
controls to work properly, and the wind turbine got conventional
controls from Hårby El. They worked impeccably.

The testing at Risø took an unreasonably long time. Diferent
opinions had arisen about what such a test station was to be used
for. Risø considered the wind turbine to be fully developed, whereas
many smaller producers expected that the test station with all
its equipment, experience and professional staf, would take an
active part in getting the adjustment of the blades to optimise
performance, etc. The fact was that the windmill had never been in
operation before. It was erected for testing and optimisation, and
thus the designers and producers had had no occasion for fine-
tuning. That part of the process of development was definitely not in
harmony with the la Cour tradition.
During the process, the test windmill was equipped with a second
generator, which in theory would lead to enhanced production,
according to the ideas of the time. But in practice it only augmented
annual production by 2 MW on top of the measured 36 MW on one
