ag ricultural production. This region is influenced by the eastern hot and
dr y winds (Laos wind) and is very hot during the dry season.
The south-central region runs along the coastline, and many streams
an d rivers that originate from the Truongson Mountain Range flow in
th is region. The geographical area of this region is about 4.4 million ha,
w ith 640,000 ha being used for agricultural production. About 65% of the
ag ricultural area is irrigated. Most of the population of this region (about 7
m illion) is engaged in agriculture or forest-related activities. During 1958-
98 , droughts occurred in this region during the summer season of 1962,
19 69, 1993, and 1998. Relatively severe droughts occurred during winter-
sp ring seasons of 1970 and 1984. In general, moderate and severe droughts
oc cur in this region during the summer season.
The central highland region (Taynguyen plateau) is a mountainous pla-
te au with average height ranging from 500 to 800 m above mean sea level.
Its geographical area is 5.5 million ha, of which 112,000 ha is arable and
ve ry fertile. More than half a million hectares is hilly and is planted with
co mmercial crops, such as coffee, tea, pepper, and fruits. Before 1980,
dr oughts rarely occurred in consecutive seasons in this region, but since
19 80, there have been cases of moderate droughts occurring for consecutive
se asons.
The southeast region is an old alluvium area with a geographic area
of 2.4 million ha, out of which 1.3 million ha is used for agriculture, 0.6
m illion ha for forestry, and about 1 million ha for commercial crops.
The Mekong River delta is the biggest rice basket of Vietnam. Its ge-
og raphical area is about 4 million ha, including 2 million ha of rice and
su bsidiary areas. The vast majority of population of this region (16 million)
liv es on rice and fish production. The Tien and Hau rivers are the major
irr igation sources. Water is transported to rice fields via a condensed canal
ne twork. The annual harvested area of rice is more than 1.26 million dur-
in g the winter-spring season, 1.34 million ha during the summer-autumn
se ason, and more than 0.5 million ha during other irregular periods. The
