The Indo-Russian agreement includes, besides negotiations on the transfer and
refitting of aircraft carrier Admiral Gorshkov, a deal for assembling in India under
licence 200 of the 310 T-90 tanks ordered, and a deal for producing in India no less
than 140 Sukhoi-30 MKI aircraft. In this context, the sale of 10 additional Mirage,
although described as 'the biggest defence deal between India and France in the
past decade' ( India Abroad, 5 Jan. 2001), is far from challenging the Russian
hegemony.

On 5 Aug. 1999, one month after the Clinton-Sharif joint declaration which
prompted the end of the Kargil conflict, Senator X. de Villepin asked the Foreign
Minister 'if one could believe that India would be now willing to accept a greater
implication of the international community on Kashmir'. He went to add: 'If we
accept this assumption, should we not take and give rise to initiatives for
transforming the Line of Control into an international boundary?' The answer came
directly from the textbook: 'The bilateral dialogue alone could resolve the
disagreement on Kashmir, through ways that India and Pakistan have to define, for
all mediation proposals by a third party have failed' ( Senate Reports, dated 16
Sept. 1999, p.3060). Minister Védrine clarified later on in New Delhi, that 'if the US
could help moving things the right way, (France) would be very happy' (press
conference on 18 Feb. 2000).
